Cornel Hubbard, J.D., CCEP | Vice President and General Manager
Cornel Hubbard is the Vice President and General Manager of Magellan of Virginia, the Commonwealth of Virginia’s Behavioral Health Services Administrator. In this role, Cornel is responsible for overall oversight of operations of the Virginia Care Management Center. Prior to his current role, Cornel oversaw the Virginia Care Management Center as the Senior Director of Service Operations. Cornel also previously served as the Virginia Customer Service Director where he was responsible for all aspects of customer service delivery and customer service relations with the Commonwealth of Virginia. In addition, Cornel worked at Magellan Health in Louisiana and served as the Adult System Administrator for the Louisiana Behavioral Health Partnership. He monitored the benefits for recipients of the 1915i State Plan Amendment. Cornel also served as the senior manager of permanent supportive housing; helping to launch an unprecedented integrated housing, community-based services and managed care model. Cornel also led the Follow-up Support team for clinical operations. Cornel joined Magellan Health Services in February of 2012 as a supervisor in Member Services. He assisted in the successful launch of the Louisiana Care Management Center.
Cornel holds a Bachelor of Science degree in Business Administration from Southwestern College in Winfield, Kansas as well as a Juris Doctorate from the Southern University Law Center in Baton Rouge, Louisiana. Cornel is a certified Mediator by the Federal Mediation and Conciliation Service. He is also Mental Health First Aid Certified by the National Council for Behavioral Health and is a Certified Compliance and Ethics Professional. A native Kansan, Cornel is a strong supporter of the regional Kansas professional and collegiate sports teams.
Tricia Van Rossum, Ph.D., LCSW, CSOTP | Director of Clinical Care Services
Tricia Van Rossum is the Director of Clinical Care Services of Magellan of Virginia. In this role, Tricia is responsible for oversight of the Clinical team, which includes the management of Residential Treatment Services and Treatment Foster Care Case Management for all Virginia Medicaid members. This oversight also includes the management of Addiction and Recovery Treatment Services, as well as other Community Based mental health services. Prior to her current role, Tricia served as the Senior Manager of Clinical Care Services at Magellan of Virginia. Tricia joined Magellan in November 2013, when Magellan became the Medicaid Behavioral Health Service Administrator. Tricia has worked as a Care Manager and a Lead Care Manager before assuming the role as Senior Manager.
Tricia recently completed her Doctorate in Counseling Studies. She received her Bachelor of Science in Psychology and Master of Social Work from Virginia Commonwealth University. Prior to joining Magellan, Tricia worked at a Residential facility. Tricia has over 15 years of experience providing mental health services to children, adolescents, and adults in outpatient, inpatient and residential settings. Incorporating a key philosophy that clients’ voice and choice are essential, her primary focus is helping children and adolescents dealing with depression, anxiety, trauma and oppositional-defiant behaviors. As a Certified Sex Offender Treatment Provider, she also works with teens and women with problem sexual behaviors. Active in National Association of Social Workers (NASW) and Virginia Sex Offender Treatment Association (VSOTA), Tricia is committed to helping others achieve their recovery and wellness goals. Tricia is passionate about mental health and mental health reform.
Danyelle Dutton Smilovich | Provider Relations Director
Danyelle Dutton Smilovich is the Provider Relations Director for Magellan of Virginia. Danyelle has been with Magellan since June 2010, initially working in Network with various public sector and commercial plans in the state of Florida. She transitioned to the Virginia office in October 2013 and is responsible for provider relations and overall network development.
Previous to Magellan, Danyelle worked at the University of Miami Miller School of Medicine on several state and national grant-funded substance abuse research programs. The programs included delivering behavioral interventions, HIV education and testing and substance abuse prevention program evaluation for children and adolescents. During this time, Danyelle gained valuable experience working with the provider community and increased her interest in behavioral health.
In her spare time, Danyelle enjoys decorating and traveling. She also enjoys finding new ways to keep active and maintain a healthy lifestyle. Her most recent activities include indoor cycling and TRX suspension training.
Rebekah Jewell | Quality Director
Rebekah Jewell is the Quality Improvement Director for Magellan of Virginia. Rebekah is responsible for the management and oversight of the quality improvement department operations. Rebekah has been with the Virginia Care Management Center (CMC) since January 2014 and has held roles of increasing responsibility during her time at Magellan.
Prior to her managed care experience, Rebekah managed multiple homeless services grants and provided oversight to the Medicaid Managed Mental Health Skill-building Services at a local Community Services Board. Rebekah also provided direct community based services to seriously mentally ill adults in the City of Richmond as a Licensed Clinical Social Worker. Rebekah holds a Master of Social Work degree from Virginia Commonwealth University (VCU), a Master of Business Administration degree from VCU, and is a certified Lean Six Sigma Green Belt. Rebekah currently resides in the Richmond area and enjoys traveling and spending time with her family.
Dr. Stephen Towns, DSL, MDiv, PMP, CSM | Director Project and Program Management
Stephen Towns is the Director of Project and Program Management for Magellan of Virginia. Previously, Stephen served as the Senior IT Iteration Manager, and Product Owner/Scrum Master, responsible for all leadership and Agile Scrum ceremonies for Magellan’s digital product development, eRebate Migration, and FirstIQ application.
With over 15 years of experience in the healthcare field, he is proficient in project and program management, healthcare analytics, customer innovation and delivery management, also excelling in the financial, transportation and manufacturing industries.
Stephen recently graduated from Regent University, School of Business and Leadership earning his Doctorate in Strategic Leadership with a concentration in Healthcare Leadership. Stephen’s final project requirements centered on “The Need for Psychological Safety in Today’s Multicultural Healthcare Environment.”
Stephen has a Master of Divinity degree and Master of Arts in Christian Education from the Samuel Dewitt School of Theology at Virginia Union University. Stephen takes pride in his cultural competency and proudly demonstrates servant leadership methodologies.
For over 20 years, Stephen has dedicated time to be involved in ministry-related work. In his downtime, Stephen very much enjoys travelling with his wife, and spending time with their grandson.
Elizabeth Fitzgerald, Esq. | Compliance Manager
Elizabeth holds a B.A. in Psychology from Randolph-Macon Woman’s College (now Randolph College) and a J.D. from Gonzaga School of Law. She is a member of the Virginia State Bar and is admitted to practice in the E.D. Va. and W.D. Va. She resides in Richmond, Virginia with her husband and son.
Elizabeth Fitzgerald serves as the Compliance Manager for Magellan of Virginia, the Commonwealth of Virginia’s Behavioral Health Services Administrator. Elizabeth assumed her role in November 2014 when she joined Magellan as a member of the corporate compliance department. She oversees the implementation and operation of Magellan’s compliance program in Virginia, which includes policies, training and regulatory issues.
Elizabeth is an avid sports fan and, when time allows, she enjoys good wine and traveling.
