Cornel Hubbard, J.D., CCEP | Vice President and General Manager
Cornel Hubbard is the Vice President and General Manager of Magellan of Virginia, the Commonwealth of Virginia’s Behavioral Health Services Administrator. In this role, Cornel is responsible for overall oversight of operations of the Virginia Care Management Center. Prior to his current role, Cornel oversaw the Virginia Care Management Center as the Senior Director of Service Operations. Cornel also previously served as the Virginia Customer Service Director where he was responsible for all aspects of customer service delivery and customer service relations with the Commonwealth of Virginia. In addition, Cornel worked at Magellan Health in Louisiana and served as the Adult System Administrator for the Louisiana Behavioral Health Partnership. He monitored the benefits for recipients of the 1915i State Plan Amendment. Cornel also served as the senior manager of permanent supportive housing; helping to launch an unprecedented integrated housing, community-based services and managed care model. Cornel also led the Follow-up Support team for clinical operations. Cornel joined Magellan Health Services in February of 2012 as a supervisor in Member Services. He assisted in the successful launch of the Louisiana Care Management Center.
Cornel holds a Bachelor of Science degree in Business Administration from Southwestern College in Winfield, Kansas as well as a Juris Doctorate from the Southern University Law Center in Baton Rouge, Louisiana. Cornel is a certified Mediator by the Federal Mediation and Conciliation Service. He is also Mental Health First Aid Certified by the National Council for Behavioral Health and is a Certified Compliance and Ethics Professional. A native Kansan, Cornel is a strong supporter of the regional Kansas professional and collegiate sports teams.
Alexis Aplasca, M.D. | Medical Director, Behavioral Health
Alexis Aplasca is the Medical Director for Magellan Health, Inc. and joined the Virginia team in December 2017. Dr. Aplasca completed her medical training at the University of Hawaii Triple Board Training Program, a unique, integrated specialty training designed to identify and address the mental health service gaps between primary care and mental health. She is board certified in Pediatrics, Adult Psychiatry, and Child and Adolescent Psychiatry.
Prior to joining Magellan Health, she was a full time academic faculty member in the Departments of Psychiatry and Pediatrics at Virginia Commonwealth University. In that role, she was the Director of Psychiatric Services for Pediatrics, providing oversight for child psychiatric emergency services and consultation and liaison services.
Additionally, she served as a Pediatric Psychiatry Medical Consultant to the Department of Medical Assistance Services of Virginia specializing in addressing the health care needs for individuals with complex behavioral health and physical health conditions. She provided consultation to the development of statewide mental health initiatives and transformation.
Dr. Aplasca is the author of several textbook chapters and scientific publications on integrated mental health care, an area she is deeply passionate about. She joins Magellan Health to contribute to increasing access to high quality care and building interdisciplinary partnerships along the health care continuum.
In her spare time, she enjoys exploring the art and music scene in Virginia, spending time with family and friends, and traveling.
Danette Brady, M.A., CDVC, LPC | Director of Clinical Care Services
Danette Brady has served as the Director of Clinical Care Services for Magellan of Virginia’s Behavioral Health Services Administrator since November of 2016. She is directly responsible for the direction and management of clinical operations. Since joining Magellan in 2015, Danette has worked in many roles and served on numerous provider workgroups and in various program initiatives. In her previous role as the Manager of Clinical Care Services for the Residential Team, she was responsible for the clinical program development and implementation of the new residential model. She has also been involved in the corporate development of strategic and operational goals and plans.
Prior to joining Magellan in 2015, Danette has worked in the mental health profession for 25 years in a variety of settings, including residential, community based services, the school system, and private practice. Her practice has focused on individualized and strengths based practices for children, adolescents and families with a focus on trauma and recovery. In addition, she has led new programming initiatives for special populations in residential treatment. Danette has played a pivotal role in the ongoing implementation of the new residential program and partnership with stakeholders across the Commonwealth.
Danette holds a B.A. in Psychology from Randolph Macon’s College, a Masters Degree in Counseling Psychology from Radford University, and a Masters in Education from Mary Baldwin. She has been licensed as a Professional Counselor for 20 years and is a member of the Virginia Counselors Association and the Richmond Area Counselors Association. She is a Certified domestic violence counselor, Certified in trauma informed care, and is Certified through the National Association of Forensic Counselors. She resides in Goochland, Virginia and enjoys traveling, reading, equestrian sports, and spending time with her two teenage children.
Danyelle Dutton Smilovich | Provider Relations Director
Danyelle Dutton Smilovich is the Provider Relations Director for Magellan of Virginia. Danyelle has been with Magellan since June 2010, initially working in Network with various public sector and commercial plans in the state of Florida. She transitioned to the Virginia office in October 2013 and is responsible for provider relations and overall network development.
Previous to Magellan, Danyelle worked at the University of Miami Miller School of Medicine on several state and national grant-funded substance abuse research programs. The programs included delivering behavioral interventions, HIV education and testing and substance abuse prevention program evaluation for children and adolescents. During this time, Danyelle gained valuable experience working with the provider community and increased her interest in behavioral health.
In her spare time, Danyelle enjoys decorating and traveling. She also enjoys finding new ways to keep active and maintain a healthy lifestyle. Her most recent activities include indoor cycling and TRX suspension training.
Rebekah Jewell | Quality Director
Rebekah Jewell is the Quality Improvement Director for Magellan of Virginia. Rebekah is responsible for the management and oversight of the quality improvement department operations. Rebekah has been with the Virginia Care Management Center (CMC) since January 2014 and has held roles of increasing responsibility during her time at Magellan.
Prior to her managed care experience, Rebekah managed multiple homeless services grants and provided oversight to the Medicaid Managed Mental Health-Skill building Services at a local Community Services Board. Rebekah also provided direct community based services to seriously mentally ill adults in the City of Richmond as a Licensed Clinical Social Worker. Rebekah holds a Master of Social Work degree from Virginia Commonwealth University (VCU), is a certified Lean Six Sigma Green Belt, and is currently completing a Master of Business Administration degree at VCU. Rebekah currently resides in the Richmond area and enjoys traveling and spending time with her family.
Stephen Towns, PMP, CSM | Director Project and Program Management
Stephen Towns is the Director of Project and Program Management for Magellan of Virginia. Previously, Stephen served as the Senior Information Technology Project Manager, Product Owner/Scrum Master, responsible for all leadership and Agile Scrum ceremonies for Magellan’s digital product development, eRebate Migration, and FirstIQ application.
With over 15 years of experience in the healthcare field, he is proficient in project and program management, healthcare analytics, customer innovation and delivery management, specializing in financial, transportation and manufacturing industries. Stephen has a Master of Divinity degree and Masters of Arts in Christian Education from the Samuel Dewitt School of Theology at Virginia Union University. He is currently attending Regent University, School of Business and Leadership earning his Doctorate in Strategic Leadership with a concentration in Healthcare Leadership.
Stephen has the heart of a servant and proudly serves as the Team Lead for the Magellan Cares Team.
Stephen is an avid sports enthusiast and for nearly 25 years officiated high school, college and semi-professional basketball. For over 20 years, he has dedicated time to be involved in ministry-related work. In his downtime, Stephen very much enjoys travelling with his wife.
Elizabeth Fitzgerald, Esq. | Compliance Manager
Elizabeth holds a B.A. in Psychology from Randolph-Macon Woman’s College (now Randolph College) and a J.D. from Gonzaga School of Law. She is a member of the Virginia State Bar and is admitted to practice in the E.D. Va. and W.D. Va. She resides in Richmond, Virginia with her husband and son.
Elizabeth Fitzgerald serves as the Compliance Manager for Magellan of Virginia, the Commonwealth of Virginia’s Behavioral Health Services Administrator. Elizabeth assumed her role in November 2014 when she joined Magellan as a member of the corporate compliance department. She oversees the implementation and operation of Magellan’s compliance program in Virginia, which includes policies, training and regulatory issues.
Elizabeth is an avid sports fan and, when time allows, she enjoys good wine and traveling.
Shauna Daniels, Senior Trainer
Shauna Daniels began in her role as Senior Trainer in November of 2015. She is responsible for curriculum planning, training development, and instructor led classroom facilitation. Shauna has been with Magellan since July 2014 and served as a clinical care manager prior to her role as a senior trainer.
Prior to joining Magellan, Shauna worked a private practitioner providing outpatient psychotherapy and crisis intervention to children, adolescents, and adults with substance use and mental health disorders. Her professional interests include crisis intervention, cross cultural communication, rural social work practice, community engagement, and substance use treatment. She has facilitated oral and poster presentations for community based outreach research studies at the national engagement scholarship consortium. She is a co-author for a publication in the Journal of Family Social Work.
Shauna has a B.A in Psychology from NC Wesleyan College and a Master’s degree in social work from East Carolina University. While in graduate school she served as a research assistant and community engagement scholar. She is dually credentialed as a Licensed Clinical Social Worker in the state of Virginia and North Carolina. Shauna enjoys creative writing, water sports, and exploring new places with her friends and family.
